Statewide Utility Allowances for 2007-2008
The objective of this survey is to develop utility allowances based upon reasonable consumption by an energy-conserving family of modest circumstances in order to provide for the basic essentials needed for a living environment that is decent, safe and sanitary. HUD regulations state that "the PHA must use normal patterns of consumption for the 'community as a whole' and current utility rates." Currently it is difficult to find local sources that provide community-wide data of average consumption usage; therefore, HUD recommends the use of their national consumption averages based on a 2.5 bedroom unit and provided in the instructions to the Form HUD-52667.
